Summary:
The authors used a historical and culturally based methodology in the preparation of this report related to the proposed Saddle Road alignments. Included as part of the report preparation are interviews of Hawaiian Home Land (HHL) homesteaders, HHS homestead leaders, native Hawaiians (those that are eligible for HHL benefits) on the HHL waiting list and living in areas with designated home lands and those ethnic Hawaiians who are not eligible for HHL benefits. The transcripts of the interviews are not included.
