- The Smithsonian Institution Astrophysical Observatory (SAO) has asked the University of Hawaii, Institute for Astronomy (UH IFA) for permission to locate a submillimeter wavelength array telescope (SAO SMA) that will consist of six 20-foot-diameter (6-meter-diameter) parabolic antennas and twenty-four 10-foot-diameter concrete foundation pads. This array would be located within the summit area of the Mauna Kea Science Reserve in the area known as "millimeter valley." The objective of this Project Description and Environmental Review is to evaluate the construction and operating characteristics of the proposed SAO AMA in order to ascertain whether the effects of the proposed action have changed from those previously disclosed to the extent that: new or different environmental impacts are anticipated, the intensity of environmental impacts will be increased, or if new circumstances or evidence have brought to light different or likely increased environmental impacts not previously addressed. All of the areas to be disturbed by development of the SAO SMA is contained within areas which were fully assessed in the Environmental Impact Statement for the Mauna Kea Science Reserve Complex Development Plan (SRCDP FEIS).
