Summary:
Since the Mauna Kea Science Reserve and most of the related support facilities comprise one of the special-use reserves on Mauna Kea, the University has a joint mission with other state constituencies to protect and preserve the unique attributes of the mountain. This plan envisions a total of approximately 13 telescopes (11 major and 2 minor) located in the Mauna Kea Science Reserve area by the year 2000, conducting University, national, and international research and instructional activities. The sophistication and power of these telescopes will make the University and the State an active supporter of, and participant in, a voyage of astronomical exploration and discovery of exceptional interest and excitement while preserving and protecting the multi-use objectives for Mauna Kea. As a result, this Research Development Plan, upon approval by the Board of Regents, will serve as a master plan for continued development of the Mauna Kea Science Reserve. This plan "cuts across" agencies of the federal, state and county governments, the Institute for Astronomy, other UH Manoa instructional and research units and other Hawaii constituencies. It is, then, necessary that this plan reflect and preserve State policies such as those set out in the Mauna Kea Plan adopted by the Board of Land and Natural Resources, the UH Manoa Academic Development Plan, the Hale Pohaku Complex Development Plan, and relevant University of Hawaii policies.
