Summary:
This paper describes four years of experience with the quality of the 13,796 foot summit of Mauna Kea, on the island of Hawaii, that makes this location a premier observatory site due to its island location, the fact that it is the southernmost observatory in the United States, and because the altitude of this site is almost twice as high as any other large observatory. This report is organized into three sections that are based on 1) the general nature of the site, 2) the data on the properties of the site that are most important to an optical astronomer, 3) concerns that are important to scientists that study infrared astronomy.
