- In 1964, the University of Hawaii had advocated the formulation of a Master Plan for the scientific potential of the Mauna Kea summit area. This report was prepared to identify the factors affecting the use of the mountain for astronomy, to estimate the likely growth of astronomy-related facilities, to discuss the benefits and costs of the scientific program to the County and State, and to propose some management policy guidelines with regard to the astronomical use of the mountain. This report might also serve as an informational source for public committees, boards, and State agencies.
