- The University of Hawaii Institute for Astronomy (UH IFA), on behalf of the National Astronomical Observatory of Japan (NAOJ), requests approval by the Board of Land and Natural Resources (BLNR) of this Conservation District Use Application (CDUA) for the uses within the Resource and Protective Subzones of the Conservation District at Mauna Kea, Hamakua, Hawaii as follows: 1) For the use of a 5-acre site located between the 13,480-foot (4,109 m) and 13,596-foot (4,144 m) elevations of the western summit of the Puu Hau Oki cinder cone for the construction and operation of an 8-meter optical/infrared telescope, appurtenant structures and associated infrastructure (including extension of underground power and communications conduits) and; 2) For the paving of a previously approved "detour" road which provides access to the proposed Japan National Large Telescope (JNLT) site -- both of which are areas that are located within the Mauna Kea Science Reserve. This CDUA also requests Board approval for: 1) The temporary and occasional use of plus or minus 20,000 square feet of a 30,000-square-foot area at about the 12,700-foot elevation, commonly known as the "skier's parking lot", for a concrete batching plant; 2) The construction of three facilities that are located at Hale Pohaku as follows: A 32-room dormitory within the area designated for dormitory expansion in the Mauna Kea Science Reserve Complex Development Plan (SRCDP); A 40,000-gallon water storage tank in the area designated for the facility in the SRCDP and for; Four 8-person construction worker cabins in accordance with the Construction Camp Master Plan, which was approved by the BLNR in CDUA HA-1819. Two of the cabins were previously approved for construction in Phase I of the Master Plan and; 3) A right-of-entry to construct improvements on the sites and permission to occupy the dormitory and operate the telescope when completed.
