Summary:
This Environmental Assessment (EA) was prepared pursuant to the National Environmental Policy Act of 1969 (NEPA), the Council on Environmental Quality Regulations implementing NEPA, and Marine Corps Order P5090.2A, Chapter 12, Environmental Compliance and Protection Manual (Jan 2008), and other applicable federal and state-delegated environmental legislation. This EA considers the proposed development of a live-fire range and other facilities to support Marine training requirements at the Pohakuloa Training Area (PTA). New or additional training activities would occur on these facilities by developing a convoy live-fire course, a modular military operations in urban terrain training facility, a live-fire grenade/shoot house, and by enhancing existing forward operating bases. The direct, indirect, and cumulative effects of the proposed action and alternatives, including the no-action alternative, are discussed. A specific requirement for this EA is an appraisal of the impacts of the construction, equipment emplacement and training activities associated with the proposed action. This EA will be used to determine whether or not a Finding of No Significant Impact is appropriate or whether a Notice of Intent to prepare an environmental impact statement is required.
