- The first part of this report presents the analysis of the potential noise impacts generated from the proposed improvement of Saddle Road (SH 200 and SH 201) from its intersection with SH 190 (Mamalahoa Highway) to Hilo, Hawaii. A comparison of existing and future (design year 2014) noise levels is made. Saddle Road is a primitive, two-lane rural highway that connects the port city of Hilo on the east coast with Waimea on the Kona Coast. The study limits extend west from Milepost (MP) 5.0 to MP 53.7, the junction with SH 190. From the east, the roadway climbs from an elevation of 900 feet at MP 5 to 6,630 feet near MP 30. From there, it descends to 6,330 feet at the PTA around MP 35. The roadway continues generally downhill until it junctions with the Mamalahoa Highway at an elevation of 2,580 feet. The report also includes an Air Quality Analysis, Saddle Road (State Route 200) prepared by VSI for the Federal Highway Administration. The third and final section of the report, Technical Memorandum, Hazardous Material Survey, State Route 200, was prepared by Rust Environmental & Infrastructure for the Federal Highway Administration.
