- This environmental analysis has been performed for NASA in accordance with the National Environmental Policy Act of 1969 and the Council on Environmental Quality. In preparation of this analysis, data contained in a final environmental impact statement prepared for the State of Hawaii by EDAW, Inc. (and comments on it), as well as additional material were analyzed by the contractor, Booz, Allen Applied Research. The purpose of the Infrared Telescope Facility (IRTF) is to construct a large-aperture (3-meter diameter primary mirror) ground-based infrared telescope primarily for observation of the planets, their satellites, and other objects in the solar system. This analysis found that very few of the impacts of the IRTF project are irreversible or constitute irretrievable commitments of valuable resources.
