Summary:
The Proponent Organization for this document is the U.S. Army Garrison, Hawaii. The principal purpose of Department of Defense lands and waters is to support mission-related activities. The availability of military training land in the future is dependent upon the proper integration of land use and natural resources management today. The Directorate of Public Works developed this Integrated Natural Resources Management Plan (INRMP) as a comprehensive plan for the management of all installation natural resources. Proposed actions with the INRMP are based on scientifically sound conservation procedures and techniques using an ecosystem management approach. This plan helps to ensure no net loss in the capability of military lands to support the mission. The description of this project is described as a way to implement and Integrated Natural Resources Management Plan at Pohakuloa Training Area during 2002-2006 for management of Endangered Species, Biodiversity and Ecosystems, Watersheds, Pests, Recreational Use, Wildland Fire, Integrated Training Area Management program, and Education and Outreach. Timing of management actions to be implemented is dependent on funding availability and may require appropriate agency consultations. With regard to anticipated environmental effects, alternatives considered were No Action, which would continue current natural resources management practices, and Proposed Action/Management, which fully implements the INRMP. Proposed management actions offer a fully integrated and more balanced approach to natural resources management, thereby producing considerable ecosystem-wide benefits. Implementation of the INRMP will positively affect natural resources in the Pohakuloa Training Area. No significant adverse impacts will occur from implementation of the INRMP for Pohakuloa Training Area. The alternative selected as the preferred alternative is to fully implement the INRMP. The Environmental Assessment concludes the proposed action to implement an INRMP does not constitute a major federal action having significant adverse effects on the quality of the human environment. Therefore and Environmental Impact Statement is not required as defined by the Council of Environmental Quality Regulations (40 CFR 1500-1508) and Army Regulation 200-2, Environmental Effects of Army Actions (Chapter 5).
