- Summary:
- This proposal would upgrade and modernize Saddle Road (State Highway 200) as a two-lane highway that would meet American Association of State Highway and Transportation Officials (AASHTO) design standards for rural arterials and provide adequate capacity to handle anticipated traffic volumes through the year 2014 and beyond. The portion of Saddle Road to be improved by the entire Saddle Road project is approximately 48 miles long and extends from the Mamalahoa Highway (State Highway 190) to Milepost (MP) 6, near Hilo, Hawaii. The purpose of this project is to provide a safe and efficient route for access along Saddle Road and for cross-island traffic between East and West Hawaii. The proposed improvements to Saddle Road would address five general types of needs: roadway deficiencies, conflicts and with hazards of military operations, capacity, safety, and social demand and economic development. Note: This CDUA applies only to the portions of the Recommended Alignments (W-3, PTA-1, and a portion of Ex-3) on Conservation Lands within Sections I, II and III. This begins in the west at about STA 114+850 (about 2,500 feet west of milepost 42.2 of the existing Saddle Road) and ends in the east at about Station 142+700, near milepost 27. It should also be noted that separate CDUA's will be filed for the other sections of the Saddle Road improvements, as an when appropriate.
