Summary:
This is the draft Environmental Impact Statement for the construction of the Mauna Kea Observatory Access Road, Project No. BMD 66-343, Phase I, District of Hamakua, Island of Hawaii. The proposed project provides for a one-lane unpaved road 15 feet in width from Hale Pohaku to the observatory and pavement near the observatory which varies from 15 feet to 25 feet in width. The proposed project will be on the southern slope of Mauna Kea, District of Hamakua, Island of Hawaii on land that is State owned under the jurisdiction of the Department of Land and Natural Resources. Construction required consists of earthwork, drainage facilities, gates, and signs for a one-lane unpaved road; and the pavement near the observatory. Adverse environmental effects include increased noise and dust during the period of construction and the transfer of a small amount of land from open space to road use. This document states that the present environmental qualities such as water quality, historic sites, social aspects, community and individual needs, and economic aspects will not be significantly affected.
