- The University of Hawaii adopted the Mauna Kea Science Reserve Complex Development Plan (CDP) in 1983 which has guided development up to the present time. The CDP projected development up to the year 2000 and has been largely implemented. The 1983 Plan and the State of Hawaii's efforts to develop astronomy as an academic discipline and an industry have been largely successful. Today, Mauna Kea is known as the premier location for Astronomy in the Northern hemisphere and has a significant positive economic impact on the State of Hawaii and the Big Island. This report is an update of the 1983 Plan and would extend the planning horizon to the year 2020. This Draft Master Plan for the Mauna Kea Science Reserve is called "Draft 4" and includes new sections not part of "Draft 3a". These sections include a new chapter called "Community Input: Process, Comments and Responses" and a new appendix "Historic Preservation Plan for Mauna Kea". This appendix is an outline of a work in progress which the Institute for Astronomy commissioned the Department of Land and Natural Resources for this Master Plan.
