Summary:
The Mauna Kea Science Reserve (MKSR) Master Plan covers the entire Mauna Kea Science & Cultural Reserve, which encompasses the upper elevations of Mauna Kea above approximately 12,000 ft. In addition, the Master Plan includes the 19-acre area Hale Pohaku Mid-Elevation Facilities. The Master Plan specifies an integrated natural and cultural resources management plan for the period 2000 to 2020 and includes a physical plan and a management plan which preserves significant natural and cultural resources, while specifying the scope of future development of education and research, including astronomy facilities at the summit of Mauna Kea, and support facilities at Hale Pohaku. This Environmental Impact Statement Notice of Preparation (EISPN) is being filed with the State of Hawaii's Office of Environmental Quality Control (OEQC) as a Notice of Preparation of a Draft Environmental Impact Statement (DEIS). The EISPN and the subsequent Draft EIS and Final EIS will evaluate the potential impacts of the proposed Master Plan and related improvements to the Mauna Kea Science & Cultural Reserve on a natural and human environment. This document is presented in seven sections. Section 1.0 contains and introduction including an overview of the study's purpose. Section 2.0 describes the proposed project. Section 3.0 discusses project setting. Section 4.0 discusses potential impacts. Section 5.0 identifies alternative actions to the proposed project. Section 6.0 reviews the determination and findings of this report. Section 7.0 identifies parties consulted during the preparation of this report.
