In February 1998, Hawaii's Legislative Auditor, Marion Higa, issued her long-awaited Audit of the Management of Mauna Kea and the Mauna Kea Science Reserve. This detailed report, based on six months of investigation, corroborated much of the criticism leveled by environmentalists, Native Hawaiians, and other citizens regarding the development and management of Mauna Kea, home to the world's largest and most prestigious telescopes. Its thirty-seven pages of findings are summarized in this document.
