This document includes comments that were prepared on behalf of the Sierra Club Hawaii Chapter, a national environmental organization with chapters in every state, and groups on Hawaii's populated islands. Sierra Club members have participated in public hearings and information meetings about the management of Mauna Kea for over forty years. Members provided testimony and expertise regarding the protection of natural and cultural resources in response to astronomy development since the early seventies, and have provided information to the auditor in 1997 during the audit process. In response to the audit, the Hawaii Chapter has participated in the development of the UH Master Plan 2000, Environmental Assessment (EA) and Environmental Impact Statement (EIS) scoping/responses, and most recently, during the past two years, Sierra Club was one of several intervenors in a contested case hearing (CCH) before the State of Hawaii Department of Land and Natural Resources (DLNR) regarding a Conservation District Use permit for the William M. Keck Observatory (WMKO) project, challenging the University of Hawaii's Institute for Astronomy's (UHIFA) request on behalf of California Association for Research in Astronomy/National Aeronautics and Space Administration (CARA/NASA) to construct six Outrigger Telescopes.
