Summary:
This document includes testimony in opposition to the University Affiliated Research Laboratory (UARC). Both the Mauna Kea Anaina Hou and the Royal Order of Kamehameha I have been actively involved in protecting the traditional and customary Native Hawaiian cultural, traditional and religious uses and access relating to Mauna Kea. These two groups, along with the Sierra Club and individual practitioner, Clarence Ching, filed a lawsuit against the Board of Land and Natural Resources ("BLNR") and the University of Hawaii's Institute for Astronomy ("IfA") in the Third Circuit Court (Civil No. 04-1-397). This legal action marked decades of political and legal battles conducted by the citizens and taxpayers of Hawaii, waged against UH lawyers and litigators, relating to the UHIfA's project to construct four (4) to six (6) more telescopes atop Mauna Kea summit -- one of which was the Pan-STARRS Observatory Project.
