This letter is to give the Governor's committee the background and outlook for the future development on Mauna Kea. Harvard Observatory and the University of Arizona have submitted proposals to NASA to build a larger telescope on Mauna Kea with cooperation of University of Hawaii. But UH, not satisfied with mere a housekeeping role, would like to submit its own proposal to NASA for an 84-inch telescope with support for two smaller test telescopes for site testing.
