This is a Focus on the economy column written for Hawaii Island Economic Development Board. It considers the newly approved master plan a new beginning for cultural and environmental integrity, good science and the proper fundations of trust and mutual respect between the stake-holders - all the people of Hawaii Island. A group of 40 Upward Bound high schoold students conducted a "Mock Board of Regents" meeting on the Mauna Kea summit subject. After five weeks of intensive study, debate, review and discussion, they came to a similar resolution as the real Regents.
