This document describes a recommendation that was made by C. S. Judd, Superintendent of Forestry, to the Board of Commissioners of Agriculture and Forestry in Honolulu, Hawaii, on 9 December 1922. The recommendation was made for a revision of the boundaries of the Hilo Forest Reserve, in the Districts of North and South Hilo that would add 1,750 acres to the reserve on the island of Hawaii. The purpose for enlarging the reserve was made for the conservation of water and this document describes the areas that were included in the expansion of the reserve.
