- The article reports on the special permit issued by the Board of Land and Natural Resources (BLNR) to University of Hawaii's Institute for Astronomy regarding the construction of Outrigger interferometry project, 1.8 meter telescopes and the twin 10-meter Keck telescopes, on Mauna Kea, a mountain significant to native Hawaiians. On 3 August 2006, Third Circuit Court Judge, Glenn Hara, told the BLNR that the permit of the project, which was supposed to be operated in a protected area, should not be approved due to absence of a comprehensive management plan. According to Hara's decision, the entire summit is a resource that needs to be protected, preserved, and conserved, not just the project area. Furthermore, the ruling has cancelled the project and it would affect future developments on the summit of Mauna Kea.
