Summary:
The National Aeronautics and Space Administration, (NASA), planned to build six telescopes atop Mauna Kea, on the island of Hawaii, in an effort to augment existing equipment at the W. M. Keck Observatory that would gather information on the possibility of extraterrestrial life. However, native Hawaiian groups objected to the plan and environmentalists demanded a full accounting of the environmental impact of the project, as they feared it would affect the source of drinking water in the entire island. In a judgment that was handed down by Hawaii Third Circuit Judge, Glenn S. Hara, a conservation district use permit, that would have allowed the University of Hawaii's Institute of Astronomy to build the new telescopes, was reversed. Judge Hara's ruling stated that the construction of the "outriggers" could not proceed until a comprehensive management plan for the summit of Mauna Kea was adopted.
