Summary:
This document describes a bill that was stalled in a legislative session that would have give the University of Hawaii at Manoa the authority to manage property that it owns or leases in Hawaii. This was especially with regard to the summit of Mauna Kea from which the University of Hawaii, (UH), leases land from the state's Department of Land and Natural Resources. This came as Native Hawaiian groups were concerned that the bill might remove public input from the management of ceded lands that included the summit of Mauna Kea. As concerns were expressed regarding UH's management of Mauna Kea's spiritual, cultural, and natural resources, the Office of Hawaiian Affairs testified the state Land Board "cannot simply divest itself of its fiduciary duties by handing over full responsibility to a leaseholder that has proven itself more interested in international and commercial interests on ceded lands".
