- This document describes a lawsuit that was filed by the Office of Hawaiian Affairs against the National Aeronautics and Space Administration, (NASA). After an environmental assessment that was submitted by NASA was found in adequate, a U.S. District Judge ordered that NASA and the University of Hawaii complete a management plan and a new environmental assessment before developing a 50 million-dollar outrigger telescope project. This project would consist of six telescopes that would be housed in 30-foot-diameter domes that would surround two 121-foot-diameter Keck telescopes that are located atop Mauna Kea on the island of Hawaii.
