Instructional & Student Support Specialist (STAR Program Specialist), PBA (#96809) Position Description

UH at Hilo, Division of Student Affairs/Office of the Registrar, full-time, general funds, permanent, to begin on or about January 2023, pending position clearance and availability of funding.


Coordinate accurate student record creation and maintenance for all academic levels at UH Hilo. Manage the front office, ensure coverage and monitor day to day operations. Demonstrate professionalism and consistently contribute as an effective member of the Office of the Registrar and the Division of Student Affairs. Research and provide accurate information pertaining to enrollment certifications, degree verification or enrollment histories to all students and other constituencies following federal law and University policies and procedures. Assist STAR degree audit coordinator with building and maintaining STAR in rules client. Review curriculum change information including updating 4-year maps, new and expired general education requirements, changes in repeatable courses, concurrent courses, and prerequisites for courses and programs. Provide general STAR training for STAR users including administrators, faculty, staff, and students. Maintain STAR Degree Audit system on a timely basis and perform specialized work in student records and registration related to STAR degree Audit and Reports. Conduct quality assurance testing for all modified STAR degree audits. Help to identify changes to credit hours, grade type, cross-listing, renumbering and/or permanent course archiving that affects STAR audits, determine and implement those changes required for degree audits. Prepare, analyze, interpret changes to STAR ‘degree rules logic’ as approved by the Curriculum Committee and the General Education Committee for approved programs. Troubleshoot STAR discrepancies as they pertain to student records. Identify changes to course content and/or repeat conditions that may affect STAR audits, determine and implement those changes required for degree audits. Communicate and respond in writing and orally with students and faculty about changes in STAR and the student’s personal pathway. Recruit, hire, supervise, and oversee training of Student Assistants. Manage student assistant schedules, timesheets, and salary tracking, etc. Run and process semester reports to help ensure accuracy of student records within the Office of the Registrar. Oversee and manage the university transcript process. Make smooth and appropriate referrals to appropriate university offices or staff. Monitor and evaluate systems and procedures, recommend and implement changes to improve delivery of office services and improve student retention. Correspond in writing and orally with students, faculty, other university units, and external constituencies to ensure compliance with academic policies and any pertinent laws, notify changes in student status and explain policy. Other duties as assigned.

Minimum Qualifications

Bachelor’s degree from an accredited institution in any degree program and one (1) year of progressively responsible professional experience in office management; or equivalent education/training or experience. Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members, and individuals. Demonstrated ability to operate a personal computer and word processing software. Detail oriented and able to handle multiple tasks. Able to prioritize multiple duties with demanding deadlines. Prior work experience in post-secondary education setting. Prior experience with Microsoft Access. Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

Experience working with Banner by Ellucian. Experience working with STAR.

Pay Range

PBA, Minimum $3,907/month
