Director of Institutional Research/Sr. Institutional Analyst, PBC, (#78847) Position Description

UH at Hilo, Office of the Chancellor, full-time, permanent, general funds, appointment to begin approximately January 2023, pending position clearance and availability of funding.


Serve as senior campus institutional research officer, providing overall leadership, direction, expert guidance, and accountability for operations, services, and activities in the area of institutional research. Lead institutional research activities and initiatives for the campus, to include creating and implementing policies and procedures related to institutional research. Anticipate, develop and use data analytic information to advise senior administration on enrollment management, student success, and academic planning and policy decision-making. Work closely with appropriate System offices to conduct explanatory, hypothetical, data discovery, pattern and trend analysis on student academic and success data, recruitment and enrollment data, human resources, finance, facilities and operational data. Develop, implement and maintain systems to collect, extract, verify, compile, analyze, disseminate and present reliable and accurate data and information from the University management information systems, national databases and other sources. Develop research questions, design strategies and methodologies, and implement research using contemporary analytical techniques, including comparative reporting, benchmarking, statistical analysis, forecasting and model building. Develop metrics, measurements, templates and tools for continuous improvement in monitoring of key indicators for enrollment management, student success and academic planning. Maintain data accuracy and troubleshoot complex data problems, which include but are not limited to programming, coding structures, data input and report generators. Develop, administer, analyze and report on surveys that measure engagement, performance and satisfaction for both students and employees; manage and maintain web survey software. Design and develop technical specifications to create reports and surveys that meet the needs of end users. Provide necessary research support for assessing campus institutional effectiveness in planning, accreditation, evaluation and program assessment activities. Implement student evaluation of the instructional process. Provide technical support and training to administrative and student information system users. Coordinate and manage internal and external data requests from UH administration and offices, faculty, students, state and federal agencies and other educational institutions. Supervise, train, evaluate and maintain accountability of subordinate institutional research staff. Administer and oversee the institutional research office budget. Utilize the highest standards and best practices in institutional research by keeping current with research literature and consulting experienced members of the professional institutional research community to inform work on relevant research studies. Minimum Qualifications

Possession of a baccalaureate degree in a field related to data analysis and 6 year(s) of progressively responsible professional experience with responsibilities for administrative and program research analysis; or equivalent education/training or experience. Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles and methodologies of the assigned area of predictive analytics models and methods and the ability to apply these methods and techniques to a diverse range of data and administrative systems and processes using personal computers to do spreadsheets and graphics. Comprehensive knowledge and understanding of a wide range of principles, theories, federal and state laws and systems associated with academic planning, research and analysis. Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and unprecedented approaches. Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Demonstrated ability to operate a personal computer and apply word processing software. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Considerable knowledge of the capabilities and limitations of computer hardware and software systems. Demonstrated ability to use personal computers and software to create spreadsheets, graphics, word processing and databases; in particular, possesses a considerable working knowledge of Excel. Demonstrated ability to perform moderately complex queries to extract/download data to a PC, aggregate using spreadsheet/pivot table functions or similar & use spreadsheet application/report generator to create cross-tabulations and do analyses. Demonstrated ability to implement appropriate research design, use applicable research methods, forecasting, model building, analyze results, document findings and report results. Ability to design, create, update tables and graphs which illustrate information clearly and present important findings, and ability to provide comprehensive written analyses and clear, concise summaries on the findings. Ability to write accurate, thorough, well-written reports in a timely manner. Ability to do detailed and accurate work.

Desirable Qualifications

PhD and/or advanced degree with coursework in statistics, quantitative methods, research methods, tests and measurements, or mathematics. Knowledge of higher education information systems. Knowledge of data warehousing. Knowledge of Banner student information system. Experience using business intelligence tools. Experience in data analysis within the University of Hawaii. Experience working at a professional level in higher education.

Pay Range

PBC, Minimum $5806/month
