UH Hilo, Center for Maunakea Stewardship, full-time, permanent, general funds, to begin approximately September 2022, pending position clearance and availability of funds.
Duties
Responsible for development and management of programs designed to protect and preserve the natural resources on UH's managed lands for Center for Mauna Kea Stewardship (CMS). Responsible for coordinating all natural resource program activities and implementation of the Natural Resource Management Plan, a subplan of the Comprehensive Management Plan (CMP). Updates the CMP management plan components pertaining to natural resources, including required periodic revisions to the CMP for Board of Land and Natural Resources approval. Identifies and evaluates problems relating to natural resources and environmental issues and concerns that need to be addressed and/or rectified by CMS. Provides administrative, programmatic and research support relating to resolving natural resource and environmental issues and concerns. Prepares and writes resource management reports, plans, and guidelines in fulfillment of the CMP. Provides written comments on environmental assessments, resource management plan reviews, planning documents, and similar materials. Reviews and identifies resource data gaps and works with consultants or faculty in developing research proposals to address data gaps. Reviews research proposal reports and other reports for program applicability and consistency with existing program activities. Coordinates and oversees field work of natural resource consultants and researchers. Co-leads field components of cultural resource and archeology investigations and monitoring activities in partnership with consultants. Prepares natural history and archeological specimen collections. Collects, organizes, analyzes and manages data as part of research or resource management projects according to standardized procedures and prepares summary reports. Responsible for initiating and conducting field operations for all programs related to natural resources. Conducts field investigations of native and non-native biota, identifies specimens to the lowest taxonomic level possible to determine threat status, curates specimens, data entry into databases, spreadsheets, and other standard reporting formats for long-term institutional record keeping. Analyzes results and prepares both comprehensive and summary reports. Responsible for scheduling, coordinating, and conducting preventative inspections with 3rd party partners to minimize risk of invasive species in accordance with the Maunakea Invasive Species Management Plan. Researches, writes instructions and updates guidelines for use in implementing this plan, ensures compliance with applicable laws and policies, and documents results. Responsible for coordinating meetings, developing agenda, and serves as chair of meetings of the Maunakea Management Board's Environment Committee. Prepares program related materials for presentation to management boards and other independent entities for public review. Identifies and assists in coordination and design of volunteer and community outreach activities related to natural resource management. Supervises Natural Resources staff. Other duties as assigned.
Minimum Qualifications
Possession of a bachelor's degree in natural resource management or related field (Biology, Entomology, Environmental Science, Geography, Zoology, etc.) and 6 year(s) of progressively responsible professional experience with responsibilities for programs and activities related to environmental and natural resource issues; or equivalent education/training or experience. Considerable working knowledge of principles, practices and techniques in the management of environmental and natural resources; interpretive & educational activities; proposal development, data analysis and report writing; and environmental document preparation and review as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies. Working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with environmental review processes. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner. Demonstrated ability to interpret, analyze and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Demonstrated ability to operate a computer and use a variety of software including Word, Excel, Access, and PowerPoint and ArcGIS. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. At least four years of experience conducting resource management field work such as invasive plant control, plant or wildlife (vertebrate or invertebrate) research, geologic field studies, and archeological research or monitoring. Demonstrated ability to work at high altitudes of 10,000 ft. and higher, including making sound planning and logistical decisions in the field. Requires the ability to lift up to 50 lbs. to perform certain work tasks, such as carrying packs and equipment at high altitudes (13,000' and above). Certified by the Department of Agriculture to apply pesticides and familiar with invasive plant and arthropod control techniques. Experience using ArcGIS and GPS software. Ability to operate a 4wd manual transmission vehicle and have a valid driver's license. Must be able to meet and work flexible hours, evenings and weekends. Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Desirable Qualifications
Master's degree in natural, environmental, biological, physical or geological sciences. Demonstrated experience in preparing and reviewing federal and State environmental documents. Knowledge of cultural and natural resources of Maunakea. Knowledge of arthropod and plant identification methods and ability to identify high-elevation Hawaiian native and non-native arthropods and vegetation. Demonstrated experience with data analysis and summary report writing. Experience supervising or leading student interns and student research projects.
Pay Range
PBB, minimum $4,591/month
