UH Hilo, Student Affairs Division, Na Pua No‘eau, general funds, permanent, full time, to begin approximately May 2013 pending position clearance and availability of funding.


Serves as administrative officer for UH systemwide Native Hawaiian Education Center comprised of ten campuses. Responsible as chief administrative officer for fiscal accountability, human resources, property management, support training, budget formulation and implementation. Provides training to all staff on procurement procedures, office practices and personnel procedures. Provides supervision to all lower level administration, support specialist and clerical personnel systemwide. Advises management on administrative activities to support project degree of success. Oversees the establishment of accounts and accounts for funds generated from all sources (Federal, State, RCUH and UH). Provides fiscal budgetary reports, monthly, quarterly & annual for all established accounts for fiscal and fund management. Reviews, analyzes, evaluates and develops short and long range budget proposals, budget request and proposed expenditure plans. Prepares and reviews all contracts and agreements administered by the project with external and internal funding sources. Supervises, reviews, and oversees the preparation of purchase requisitions, travel request and completions, cash advances and authorizations for payments for the system. Prepares and reviews personnel actions and payroll documentation for the project staff, consultants and partnering agencies statewide. Other duties as assigned.

Minimum Qualifications

Possession of a baccalaureate degree in business, accounting, economics, or related field and 5 year(s) of progressively responsible professional experience with responsibilities for fiscal management, accounting, human resources; or equivalent education/training or experience. Considerable working knowledge of principles, practices and techniques in the fiscal management, human
resources area as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with fiscal management and human resources. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Demonstrated ability to operate a personal computer and apply word processing software. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

Understands Hawaiian protocol and culture.

Pay Range

PBB, $3,541/month minimum
