UH Hilo, Office of the Chancellor, Research Administration and Project Development, revolving funds, temporary, full-time, to begin approximately January 2013. This temporary position is annually renewable pending satisfactory work performance and continued funding.


Designs and prepares reports to be used in Legislative, Board of Regents, UH System, and UH Hilo presentations. Monitors budgets for all extramural awards to UH Hilo. Maintains and analyzes fiscal transaction information, chart of accounts, records and financial reports, fiscal data relating to materials, labor, overhead costs, object codes & control ledgers, and other related fiscal records. Monitors accounts for suspense transactions and deficit balances and initiates corrective actions as needed. Reconciles monthly extramural expenditures with University-generated reports – i.e., compare internal records with KFS reports. Interprets and advises on matters to include the development of options/alternatives and recommendations on extramural budget policies, procedures, an instructions (for example, fund transfers). Monitors extramural expenditures and maintains control of spending in accordance with extramural funding expenditure plans. Helps to identify and resolve discrepancies in a timely manner. Monitors new, continuing, supplemental, and termination of award agreements. Assists in both online and paper forms to determine a project’s adherence to applicable State and Federal laws, rules and regulations and UH and RCUH policies and procedures and takes appropriate actions. Audits reports to ensure compliance with payroll distribution and that matching requirements are being met. Conducts program analyses, evaluations, and studies of budget projections. Create and maintain database for record destruction. Verifies and spot audits budget expenditure categories, appropriate approvals, appropriate documentation, and validity of account and project period. Supports the Office of the Chancellor with auditing budget status and the re-budgeting of projects as required. Assists the Office of the Chancellor in all fiscal matters relating to extramural awards to the University of Hawaiʻi at Hilo. Other duties as assigned.

Minimum Qualifications

Possession of a baccalaureate degree in Accounting, Administration, Business Administration, Finance and 4 year(s) of progressively responsible professional experience with responsibilities for accounting or fiscal management in a college or university setting; or equivalent education/training or experience. Considerable working knowledge of principles, practices and techniques in the area of fiscal and budget management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with fiscal and budget management. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Demonstrated ability to operate a personal computer and apply word processing software. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. Demonstrated expertise in Word, Excel, Banner, Star, Oracle, and other word and data processing software. Demonstrated ability to communication effectively – both orally and in writing – in a variety of situations.

Desirable Qualifications

Demonstrated ability to recognize fiscal and financial problems, identifies causes, and provides solutions appropriate to higher education institutions. Demonstrated ability to establish and maintain positive working relationships with internal and external constituencies of the college and university. Demonstrated ability to work well with others in a collaborative, team-based context.

Pay Range

PBB, minimum $3,541/month.
