What does the Associate Vice Chancellor/Dean of Students do?
Administrative support and institutional leadership for several key areas of University operations which includes student conduct adjudication; student crisis response and intervention at both the individual and community levels; student advocacy and problem-resolution in consultation with administrator, faculty, staff and other UH System campus personnel; compliance with relevant University policies, state guidelines and federal regulations governing student life and student affairs, including but not limited to the Jeanne Clery Disclosure of Campus Security Policy & Campus Crime Statistics Act, the Family Educational Rights & Privacy Act, and the Americans With Disabilities Act; and development, implementation and assessment of programs, practices, policies, activities, and initiatives designed to improve student success and contribute to the Hawaii Graduation Initiative. Oversees continuity in oversight for these programmatic areas, and so that institutional liability is reduced and mitigated. Several of these functions constitute areas in which institutions of higher education have faced growing litigiousness in recent years; as such, risk management is essential.
The UH Hilo community takes pride in its academic mission where students' lives are transformed in a diverse academic and student-centered culture in a community designed to promote a safe and respectful learning environment. In this community, student rights and responsibilities are taken seriously and students are expected to uphold and maintain the Code of Student Conduct, which identifies behavioral expectations for all UH Hilo students. All UH Hilo students are expected to know the Student Code of Conduct, understand their rights and responsibilities within the UH Hilo community, and to report violations of the Code through submitting an incident report or notifying Campus Security, Housing and Residence Life, or the Dean of Students Office.
At UH Hilo, the Dean of Students Office administers the Code of Conduct and Care Team process to ensure students rights and responsibilities are being upheld within an ethic of care to provide students appropriate resources, support and to ensure the academic environment is conducive to student learning. Incidents reported through this process are triaged to appropriately investigate violations of the Code of Student Conduct and in cases where the Code has been violated, to adjudicate those cases accordingly through the judicial processes established and outlined within the Code of Conduct. In this this process, students will be notified, as appropriate to participate, as outlined in the Code of Conduct, and are expected to comply with the directives set forth in the Code and through the Dean of Students Office inquiries. Failure to do so, can result in further Code violations.
The Dean of Students Office also maintains all records related to these matters and these disciplinary records are protected by a federal policy law called the Family Educational Rights and Privacy Act (FERPA).
