Nominations Process for the Strategic Planning Committee

The committee will be the nerve-center of the strategic planning process and is charged to develop, on behalf of the campus, a strategic plan that will guide UH Hilo for the next five years. Members of the committee will be at the heart of engaging and challenging strategic discussion and recommendation making to help UH Hilo reach its potential.

Below are a few questions and answers that you may like to consider before deciding whether to either nominate yourself, or someone else, for committee membership.

What is the purpose of the SPC?

The purpose of the SPC is to develop, on behalf of and in consultation/collaboration with all at UH Hilo and the broader community, a 2010-2015 strategic plan for the university. In doing so, the SPC will look to revise UH Hilo's mission and vision, as well as identify key strategic goals that we should focus on, at a university-wide level, over the next five years. What is the term of SPC membership?

It is anticipated that the SPC will form in October 2010 and disband at the end of May 2011 following recommendation to the chancellor of a new strategic plan. Membership term will therefore be in the region of 8 months.

How often will the SPC meet?

The SPC will likely meet for two hours every two weeks at first. In addition, members may be asked to comment on draft documents via email outside of the meetings.

Drafting committee

A sub-committee of the SPC will be a Drafting Committee. This sub-committee will be chaired by the SPC secretary and be responsible for producing draft documents (e.g. draft goals) following discussion by the full SPC. This sub-committee will be appointed by the Chancellor and likely meet for an hour every week.

Other subcommittees

Other subcommittees may be created to assess and develop particular aspects of the strategic plan. The chancellor will work with the Strategic Planning Committee to recruit and appoint such additional members as may be recruited to fill these subcommittees.

What will be expected of members?

SPC members will be expected to:

• Be objective and take a campus-wide view of issues being discussed
• Be effective communicators
• Read meeting material before attending the meetings to ensure that the committee can have full and informed discussion of agenda items
• Comment on draft documents via email outside of the meetings
• Participate in consultation events/activities on drafts of the strategic plan

What will be the broad membership composition?

The SPC will consist of 15 voting members, as follows:

• 7 faculty members from degree-granting colleges (3 CAS, 1 CAFNRM, 1 CoP, 1 KHUK, 1 CoBE)
• 2 non-instructional faculty (not from a degree-granting college. Could come from Student Affairs, Library, CCECS, Center for Global Education and Exchange, Kilohana Academic Success Center, or the Office of Campus Technology)
• 1 staff member (could come from any unit within UH Hilo)
• 1 executive
• 1 representative from Faculty Congress
• 1 representative from Hanakahi Council
• 1 student
• 1 community member

In addition, (Strategic Planning Coordinator) will act as secretary to the SPC and will be a non-voting member.

In determining the membership composition, we have sought to ensure that key campus groups are reflected, whilst keeping the committee to a manageable size. Although not every individual unit on campus has their own individual representative, the SPC will engage in active consultation with all areas of the university during development of the plan so everyone will have opportunity to be involved at various points in the process.

Note: Apart from the community member seat, membership of the SPC is open to direct employees of UH Hilo only.

UHHSA will coordinator nominations from the student body and will nominate three people and will submit the nominations to uhhplan@hawaii.edu by 5pm on **Wednesday, October 13 2010. **The chancellor will select one committee member and one alternate from the list submitted by UHHSA. Please contact the UHHSA President, for further information.

Community member

The chancellor will select the community member.

How will members be selected from the nominations?

Members will be appointed by the chancellor. The chancellor will strive to achieve a balance of gender and ethnic diversity on the committee and will aim to select members who will represent a breadth of perspective and experience in teaching, research, public service, and student development.

Who will chair the SPC?

The chair of the SPC will be a faculty member (instructional or non-instructional). After its first meeting, the committee will recommend a chair to the chancellor. When the chair cannot attend, the executive member will chair the meeting.

The SPC secretary and Strategic Planning Coordinator will chair the first meeting of the SPC.

What will be the role of the SPC Secretary?

The SPC Secretary will be the Strategic Planning Coordinator. The Secretary will be responsible for:

Meeting specific

• scheduling all meetings
• working with chair to form the meeting agendas and papers
• minuting all meetings
• chairing the drafting sub-committee

Data collection/analysis

• ensuring that the Committee has all necessary information (e.g. WASC reports, reports on trends in higher education, pre-planning evidence) to inform their discussions
• undertaking data analysis/information gathering at the request of the Committee

Communications

• ensuring that communications about progress with strategic planning are issued to the broader campus and community in a timely and effective manner
• ensuring that UH Hilo's strategic planning web pages are maintained and updated as appropriate
• acting as the first point of contact for all questions in relation to UH Hilo strategic planning

Consultations

• coordinating, on behalf of the SPC, all consultations with the broader campus and community on drafts of the strategic plan.
