Summary:
This documents includes comments regarding the Conservation District Use Permit (CDUP) Application CDUA-HA-3065B as submitted by the University of Hawaii Institute for Astronomy (UH_IFA) and California Association of Research in Astronomy (CARA) on behalf of the National Aeronautics and Space Administration (NASA) and the W. M. Keck Observatory Outrigger Telescopes Project, Mauna Kea, County of Hawaii, Hawaii. The CDUP addresses the NASA Outrigger Telescope Project which proposes new construction and use of "outrigger" telescope adjoining the two existing W. M. Keck Optical Telescopes on Mauna Kea. The application for the CDUP was submitted on October 23, 2001 and accepted on November 22, 2001. The land in question is in the State Conservation District, (that is governed by Hawaii Administration Rules, Chapter 13, Title 5), and the "Resource" sub-zone. The comments regarding this project were submitted on behalf of the Royal Order of Kamehameha I (ROOK 1) and Mauna Kea Anaina Hou (MKAH). Both organizations are recognized as "Native Hawaiian organizations" pursuant to Section 106 of the National Historic Preservation Act (NHPA) along with the Office of Hawaiian Affairs (OHA), Hawaii Island Burial Council (HIBC), Hui Malama i Na Kupuna (Hui Malama), Ka Lahui Hawaii (KLH), and the Department of Hawaiian Home Lands (DHHL).
