This report was prepared by MCM Planning, Honolulu, Hawaii, for GTE Hawaiian Telephone Company and the University of Hawaii (UH), Institute for Astronomy (IfA). The objective of this "Project Description and Environmental Review" is to evaluate the elements of the proposed project in order to ascertain whether the effects of adding a fiber optic cable in parallel with the existing electric power lines within the UH Pohakuloa to Hale Pohaku Utility Corridor at Mauna Kea, Hamakua, Hawaii will increase the intensity of environmental impacts or create new or different environmental impacts than those previously addressed in relation to this utility corridor. All of the areas to be affected by the installation of fiber optic cable within this corridor were fully assessed in the Environmental Impact Statement for the Mauna Kea Science Reserve Complex Development Plan (SRCDP FEIS, 1983). After careful comparison of the potential adverse impacts of the project with those disclosed in previous statements, IfA determined that the environmental effects of the proposed fiber optic cable line would not differ significantly from those addressed in previous documents and does not anticipate new and/or different environmental impacts from those previously assessed for the electric power lines.
