Summary:
This Environmental Impact Statement (EIS) is concerned with the on-going operations of the existing University of Hawaii (UH) telescopes, the construction of the two new telescopes; the Infrared Telescope Facilities (IRTF) and the United Kingdom Infrared Telescope (UKIRT) and the operations of those facilities located above the 13,000 foot elevation on Mauna Kea, Island of Hawaii, Hawaii. The conclusions reached regarding the on-going operations of the UH telescopes, and the construction of the two new telescopes are that no ecological systems will be altered by these projects or operations. It has also been determined that the adverse impacts of the present operations are not serious, that the adverse impacts of the IRTF on visual quality, landform, soils and road surfaces are serious because of its location but that in the long term paving of the access road would mitigate part of the problem, and that the adverse impacts of the UKIRT are not serious.
