Summary:

The planning process for the Mauna Kea Science Reserve Master Plan included the findings of the Mauna Kea Advisory Committee (MKAC), a group of 23 stakeholders including native Hawaiians, State and County government representatives, environmental group leaders, local business representatives and other community leaders convened to advise the President and Board of Regents of the University of Hawaii. The MKAC gathered for more than 20 working sessions, public meetings, and field trips beginning in June, 1998. The Master Plan is divided into two major components: the Physical Plan and the Management Plan. The Physical plan for the Mauna Kea Science Reserve consists of maps, geographic information system, and criteria, which promote the sustainable use, enhancement and development of the resources of the Mauna Kea Science Reserve and Hale Pohaku. The Management Plan proposes policies and strategies to integrate and balance the natural, cultural, educational/research values of Mauna Kea within a framework that provides responsible stewardship of the resources. It seeks to allocate resources and priorities toward sustainable use and enhancement of the Mauna Kea Science Reserve as a Hawaiian place with a unique and significant meaning, both locally and globally. The potentially beneficial impacts of the Physical Plan and the Management Plan are described in this Master Plan as are the adverse impacts that may be expected to occur.
