Comments on the Draft Environmental Assessment [NASA, 2000] for the proposed Outrigger Telescopes Project at the W. M. Keck Observatory (WMKO) site on Puu Hau Oki focuses in part on possible impacts that construction, construction staging activities, and operations may have on the surface and ground water systems of Mauna Kea. The hydrologic systems that operate on and beneath the summit and upper slopes of Mauna Kea are described in this document concentrating on the dynamics of drainage basins that could be directly impacted by the construction and operation of the telescopes.
