Summary:
NASA is proposing to fund the on-site construction, installation, and operation of four Outrigger Telescopes with the option of funding two more Outrigger Telescopes at a later time. The proposed location of the Outrigger Telescopes would place them near the twin Keck Telescopes at the W.M. Keck Observatory within the Mauna Kea Science Reserve on the island of Hawaii. The Outrigger Telescopes, once combined with the Keck-Keck Interferometer, will become an important scientific facility for NASA's Origins program. Environmental impacts of concern involve direct impacts Origins program. Environmental impacts of concern involve direct impacts on the Wekiu bug (a candidate species proposed for listing in 1999 under the Endangered Species Act), disturbance of Wekiu bug habitat, and potential impacts on the historical and cultural values of the cinder cone known as Puu Hau Oki (which is part of a cluster of cones deemed to be historic property) and the summit region of Mauna Kea (which is deemed to be a historic district), the proposed site of the Outrigger Telescopes within the Mauna Kea Science Reserve.
