- In August 2006, Third Circuit Judge Glenn Hara reversed the state BLNR's 2004 decision to grant a DCUP to UH to build outriggers telescopes. Now the university decided to develop a comprehensive management plan for Mauna Kea summit. Opponents of the telescopes argued that the university doesn't have the authority to prepare a management plan, only DLNR can.
