This document describes conflicts that occurred between protecting an endangered species and allowing land to be used for facility sites. Here, a public policy model is used to characterize the trade-offs between alterative land uses in a multiple-use context as occurred in Mt. Graham when conflict arose between building powerful telescopes for the Mount Graham International Observatory on a site that was home to an endangered red squirrel.
