Summary:
Following a lawsuit that was filed against the National Aeronautics and Space Administration, (NASA), by the Office of Hawaiian Affairs, (OHA), this document describes a decision that was made by NASA to prepare an Environmental Impact Statement, (EIS), for their proposed Outrigger Telescopes Project that would be built atop Mauna Kea. This proposed development would involve the building of four to six 1.8-meter telescopes around two 10-meter Keck telescopes that exist on the summit. This decision followed a ruling that was handed down by a U.S. District Judge who found that a previous environmental assessment failed to adequately assess the cumulative impacts that this project would have on the cultural and natural resources of Mauna Kea. While the ruling did not require NASA to conduct the more comprehensive EIS, the agency decided to voluntarily prepare an EIS as a result of concerns that were voiced by members and representatives of the Native Hawaiian community.
