Summary:
This document describes the National Aeronautics and Space Administration's release of a draft Environmental Impact Statement, (EIS), for a controversial Outrigger Telescopes Project that was planned for construction atop Mauna Kea on the island of Hawaii. This would have been a 50 million-dollar project that called for the construction of four to six 1.8-meter telescopes that would surround two existing 10-meter Keck telescopes. While it was found that the project, by itself, would unlikely have a substantial negative effect on Mauna Kea, the draft EIS did state that there would be adverse cumulative impacts to cultural and biological resources when considered in the context of past and future developments in astronomy. This draft EIS was the first to examine the cumulative impacts on Mauna Kea over 35 years of astronomy development.
