- This document describes the plan of the French Institute for National Astronomy and Geophysics to build a telescope with a 144-inch aperture atop the 13,796 foot summit of Mauna Kea, on the island of Hawaii. This plan changed from their original plan to build the telescope in Baja California when it was brought to their attention, in 1971, that they had not yet considered "the best" location of Mauna Kea.
