This document lists comments that were made by the Hawaii Audubon Society, (HAS), regarding a poorly conducted two-day survey that was done with reference to the proposed site for the California Institute of Technology 10-meter telescope that was planned for construction on Mauna Kea in Hawaii. As a result, the HAS recommended that a comprehensive Environmental Impact Statement be prepared by the University of Hawaii as a part of the university's Research and Development Plan for Mauna Kea that would encompass all construction projects that were planned well into the 1990s. The HAS recommended that the framework for the EIS be an extensive biological survey that would include the whole Mauna Kea Science Reserve. This would include the area from approximately the 12,000 foot elevation to the summit.
