This document includes a portion of a letter that was written on October 8, 1998, by then-Governor Benjamin Cayetano, to the then-Department of Land and Natural Resources Director, Mike Wilson indicating that the eradication of sheep on Mauna Kea, that was scheduled in October, 1998, be put on hold. Soon thereafter, the letter that was drafted to Environment Hawaii by Al Castro of the governor's Hilo office, was retracted with Governor Cayetano indicating that he had not signed the letter but that his signature had been placed on the letter by "autopen".
