This article describes how the town of Hilo would be transformed from a plantation town to a university town via the construction of four facilities -- a $28 million Mauna Kea Astronomy Educational Center, (also known as the ʻImiloa Astronomy Center of Hawaiʻi), the U.S. Department of Agriculture Research Service's $60 million Pacific Basin Agricultural Research Center, the U.S. Forest Service's $12 million research center, and the University of Hawaiʻi's $11 million Institute for Astronomy.
