Summary

SUMMARY OF POSITION: Regular, Full-Time, RCUH Non-Civil Service position with the Center for Maunakea Stewardship (CMS) administered by Maunakea Shared Services (MKSS), located on Maunakea, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. SUMMARY OF DUTIES: While conducting regular tours (rounds) of University of Hawai’i (UH) managed lands on Maunakea and areas covered by cooperative agreements between UH and adjacent landowners, rangers initiate communication to educate visitors, observatory staff and others about the cultural, natural and scientific significance of the mauna. Rangers also educate visitors about visitor responsibilities under the Maunakea Comprehensive Management Plan, its subplans and the Hawaiʻi Administrative Rules Chapter 20-26; including respecting culturally significant sites and cultural practitioners. Informs visitors of the hazards encountered on Maunakea and how to safely deal with them. Acts as Emergency Medical Responder (EMR) and follows established procedures during emergency situations. Inspects road conditions during inclement weather and initiates road closures per established procedures. Assists with traffic management and parking during road closures and periods of high visitation such as the first snowfall of the winter. Sends out road conditions emails to all organizations working on Maunakea to keep them informed of any dangerous conditions. Directly observes activities within the UH managed lands on Maunakea and documents noncompliance per established procedures. Conducts external inspections of facilities located within the UH Managed lands and submits written reports to supervisor. Informs and assists Emergency Medical Services (EMS) in the event of a medical emergency. Informs authorities and assists with cleaning up reported incidents that may involve hazardous chemicals. Informs law enforcement and supervisors of any observed illegal behavior and documents occurrences per established procedures. Maintains and submits a daily log to supervisors. Attends training classes and staff meetings as necessary to ensure proficiency in work duties. Work schedule regularly consists of 14hour days which include late evenings, early mornings, weekends and holidays. Rangers are permitted, but not required to overnight at Halēpohaku during shifts. Expected to work overtime during staff shortages, inclement weather, emergencies and special events. Rangers provide own transportation to Hilo or Halepōhaku as designated. Work station is Halepōhaku.

III. PRIMARY QUALIFICATIONS: Qualification Description EDUCATION Bachelor’s Degree from an accredited four (4) year college or university. (College coursework or formal training in a related field and at least three (3) years of related experience may substitute for a Bachelor’s Degree.).

EXPERIENCE All Levels: Two to four (2-4) years in a general public health and safety capacity including administrative rule enforcement experience. KNOWLEDGE Knowledge of practices and techniques in public health and safety. Knowledge of the cultural, environmental, geological and scientific importance of Maunakea. ABILITIES & SKILLS All Levels: Demonstrated ability in working with people to obtain compliance with administrative rules. Demonstrated ability with good teamwork skills. Possesses excellent writing and verbal communication skills. Ability to establish and implement traffic management procedures. Ability to use office technology such as email, internet, data entry and reports. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Must be able to follow MKSS Driving Safety Policy. Must be able to drive a 4-wheel drive vehicle with manual transmission. Post Offer/Employment Conditions: Must be able to pass a post offer criminal background check. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. Must possess Certification in First Aid/CPR (or be able to obtain certification within six (6) months from date of hire) and maintain throughout duration of employment. Must possess Certification in First Responder Emergency Medical Response (or be able to obtain the certificate following the training provided within twelve (12) months from date of hire) and maintain throughout duration of employment. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months. PHYSICAL/MEDICAL DEMANDS Majority of the work is performed outdoors under a range of environmental conditions and at times in adverse weather conditions. Ability to stand for a prolonged period of time. Ability to hike for long distances over rugged, uneven terrain under inclement weather conditions to assist injured victims at high altitudes. Ability to backpack, lift, and carry up to fifty (50) pounds unassisted. Post Offer/Employment Conditions: Must be able to work at 14,000 feet and pass a post offer high-altitude medical examination on an ongoing basis. POLICY/REGULATORY REQUIREMENT As a condition of employment, employee will be subject to all applicable RCUH policies, procedures, and trainings and, as applicable, subject to University of Hawai‘i's and/or business entity's policies, procedures, and trainings. About Maunakea Shared Services

Maunakea Shared Services (MKSS) provides operational and logistical support for shared services to all observatories and the facilities at Halepōhaku. MKSS operates the Visitor Information Station at the 9300 ft. elevation, provides free stargazing, Hawaiian cultural and scientific programs to the public. MKSS supports the ranger services under the direction of the Center for Maunakea Stewardship.
