Navy Base Guam Area of Responsibility Kitsugawa Maru archaeological Documentation (SfM) and Biological Characterization
This project will provide cultural resources support to the Navy Base Guam(NBG) Cultural Resource Manager (CRM) in order to comply with OPNAV 5090.1E, NHPA, ARPA, all applicable regulations and agreement documents, as well as other historic research and preservation requirements under the Integrated Cultural Resources Management Plans (ICRMP) within the NBG AOR.
The DON is seeking statements of interest from the Hawaii-Pacific Islands Cooperative Ecosystems Studies Unit (CESU) network. Approximately $96,506 is expected to be available to support this cultural resources support group (contingent upon availability of funds).

UPDATED DUE DATE - Kaiʻwi Channel, Hawai’i Traditional Cultural Landscapes
UPDATED DEADLINE: August 12, 2024. Previously: The purpose of this study is to provide critical information to BOEM in support of its offshore historic preservation responsibilities. The project will have three primary components: 1) compile data from archival and secondary sources of known, reported, and potential traditional cultural landscapes and cultural resources near the islands of Oʻahu and Molokaʻi, specifically focusing on the Kaʻiwi Channel; 2) compile and summarize appropriate ethnographic information from Native Hawaiian communities regarding types of traditional use areas and traditional cultural places that could be impacted by offshore development; and 3) refine or develop guidance documents that identify Best Practices and protocols for engaging with Native Hawaiian communities, respecting traditional Indigenous Knowledge and including appropriate selected elements of traditional knowledge within the NHPA and NEPA review processes. Comprehensive Stranding Investigations for High Priority Marine Mammal Species in the Hawaiian and Mariana Archipelagos, Navy US Pacific Fleet, located at Pearl Harbor, HI
A cooperative agreement is being offered only to members of one of the following Cooperative Ecosystem Studies Units Regions: Hawaii Pacific Islands / Californian / Pacific Northwest CESU Regions. Award will be made upon mutual agreement and acceptance of the terms and conditions contained in the request for proposal and the recipient’s CESU Master Agreement. Note the established CESU Program indirect rate is 17.5%. Responses to this Request for Statements of Interest will be used to identify potential organizations for this project. Approximately $250,335.00 is expected to be available to support this project for the Base period. Additional funding may be available to the successful recipient for optional tasks and/or follow on work in subsequent years.

Baseline Environmental and Socioeconomic Studies to Support Potential Offshore Wind Energy Development in the U.S. Territories
The Bureau of Ocean Energy Management (BOEM) oversees the exploration and development of oil, natural gas and other minerals and renewable energy alternatives on the Nation's outer continental shelf (OCS).The purpose of this Request for Letters of Interest (LOI) is to identify cooperative research in the U.S. Territories that will instigate the sharing of information, the joint utilization of available expertise and the potential development of monitoring arrangements to support the offshore wind (OSW) energy as practicable and statutorily appropriate. Proposed projects should seek to describe the existing state of knowledge, identify information gaps (e.g., data and enhanced knowledge) and clearly describe a research project that will advance the current state of knowledge. BOEM anticipates cooperative agreement to be awarded across multiple disciplines and research to be funded in U.S. Territories in both the Caribbean and Pacific.
BOEM is requesting letters of Research Interest on the following study topics:

Birmingham Civil Rights National Monument Visitor Use Study

The goals of the project are to gain better understanding on the use of digital applications to assist with trip planning, and the experience of visitors on site. BICR is also interested in exploring opportunities to leverage digital resources collaboratively with its partners to enhance visitor experience and opportunities. Objectives are to (1) develop descriptive information about visitor types, experiences, and patterns, and (2) assess the use of mobile applications (Apps) in trip planning and on-site experience. The applications the park would like to evaluate are the NPS App (https://apps.apple.com/us/app/national-park-service/id1549226484), The Movement App (https://themovement.edfarm.org; to be deployed in June 2022), and IdeaSpark (currently under development for MasterCard). Development of surveys for both virtual and on site assessments is anticipated and may require OMB Programmatic Review Process and clearance.

Detection Probability Modeling of Reef Fishes for a Multiagency Monitoring Protocol for Florida and the U.S. Virgin Islands

Response to this Request for Statements of Interest will be used to identify potential partners for a research project funded by the National Park Service (NPS). This project will be administered through a CESU only upon mutual agreement and official authorization by both parties of the acceptance of the application of the CESU Network IDC rate (17.5%). Approximately $80,000 is available in Fiscal Year (FY) 2022 to support this project. Approximately $80,000 is anticipated for FY 2023 to facilitate additional field data collection, however funding is not guaranteed per the Anti-Deficiency Act [ADA].

Responses to this Request for Statements of Interest will be used to identify potential projects to be funded by the Department of the Navy (DoN) in support of invasive species perimeter/monitoring and eradication at Marine Corps Base Camp Blaz Urban Training Complex (MCBCB UTC). Approximately $105,362 is expected to be available to support this project (contingent upon availability of funds). The DoN’s obligation to pay or reimburse any costs hereunder is subject to the availability of appropriated funds and limited by funds obligated and nothing in this Agreement will be interpreted to require obligations or payments by the Federal Government in violation of the AntiDeficiency Act, 31 U.S.C. §1341.

Identifying visitor services and opportunities to inform the application of the National Park Service Intermountain Region’s Tourism Toolkit

Visitation to units of the National Park System has grown in recent decades, but this growth has been uneven. In some cases, park units have seen stalled or declining visitor use or are in a position where they are looking to grow their visitation. The Tourism Toolkit – developed in the Intermountain Region - is a first-of-its-kind effort in the NPS that aims to engage tourism networks and tourists. The outcome of this process may be aimed at increasing the diversity of visitors, as well as the amount of visitation a park unit sees. These changes are generally achieved by attracting tourists to the area. Although difficult to define, “tourist” in the Tourism Toolkit is defined as any person or people traveling to a destination outside their usual or local environment for a specific purpose.

Archival Survey, Appraisal, Accessioning, and Cataloging of the Haleakala National Park Museum Collection

The National Park Service seeks to collaborate with a trained archivist on the survey, processing, and cataloging of Haleakala National Park museum archives. The archivist will (1) conduct the survey and appraisal of the archives, a quarter of which are central files; (2) assist park staff, establish the workflow, and facilitate the processing and entry of information into the Interior Collections Management System archives module in the appropriate series of existing cataloged park records; and (3) create a finding aid for the archives collections to be placed on the park’s website.

Examining Commercial and Non-commercial Visitor Use on Blue Mesa Reservoir and the adjacent Gunnison River at Curecanti National Recreation Area
Blue Mesa Reservoir is the largest of three lakes at Curecanti National Recreation Area (CURE) that were created by the damming of the Gunnison River between Morrison and Gunnison, CO. Blue Mesa Reservoir is the largest body of water in Colorado and is well-known for salmon and trout fishing. Immediately East of Blue Mesa Reservoir is a flowing section of the Gunnison River, which also offers outstanding opportunities for fishing, including wading and boat fishing. In 2021, CURE saw over 1 million visits. In addition to this high level of visitor use, CURE is also experiencing a change in types of visitor use. In 2007, the state record for Lake trout was set at CURE. Since then, commercially guided fishing increased in popularity.
