Students Traveling (Back) to Hilo for Spring 2022

Updated 22 November

Under Governor David Ige’s Emergency Proclamation related to the COVID-19 Response, issued August 5, 2021, travelers entering the State are subject to a mandatory 10-day quarantine, or the duration of the person’s presence in the State, whichever is shorter. Situations for bypassing the mandatory quarantine are provided. Below is information that might be helpful in understanding this mandate.

Traveling to Hawaiʻi from inside the United States

Students entering Hawai’i who have been fully vaccinated for COVID-19 in the United States or its Territories may bypass quarantine without any pre-travel COVID-19 testing. The vaccination record document must be uploaded to Safe Travels and printed out prior to departure and the traveler must have a hard copy in hand when arriving in Hawaiʻi.

Students who are not fully vaccinated, may get an approved pre-travel COVID-19 test within 72 hours prior to your departure to bypass quarantine. Travelers must have a negative result from a test taken from a Trusted Testing and Travel Partnerno more than 72 hours before beginning the final leg of their trip. The negative test result must be uploaded onto Safe Travels or printed out prior to departure and hard copy in hand when arriving in Hawaiʻi.

Traveling to Hawaiʻi from outside the United States

For international students arriving in the State of Hawaiʻi from Japan, Canada, Korea, Taiwan, Philippines and Tahiti, only tests from Trusted Testing Partners will be accepted for purposes of bypassing the State’s 10-day traveler quarantine including any tests verified through the State’s Digital Health Pass PartnersAZOVA, CLEAR and CommonPass.

Students originating from any other international destination and coming directly to Hawaiʻi do not have the ability to test for purposes of bypassing the State’s 10-day traveler quarantine. Students in this situation may want to consider adjusting travel plans to include a layover at a U.S. city that has pre-travel testing (e.g., Los Angeles, San Francisco), and getting a COVID-19 test before flying on to Hilo or Kona.
