UH Hilo, Office of the Chancellor, Research Administration and Project Development, revolving funds, temporary, full-time, to begin approximately March 2013. This temporary position is annually renewable pending satisfactory work performance and continued funding.
Advises and assists the Office of the Chancellor in all fiscal matters relating to extramural awards to the University of Hawaiʻi at Hilo and processed through the Research Administration and Project Development office. Ensures compliance of extramural fiscal matters in accordance to federal grants as well as to state rules and regulations. Monitors budgets for all extramural awards to UH Hilo. Provides guidance in the preparation of requisitions, purchase orders, payment requests, and hiring personnel as they impact extramural awards. Reviews and approves all transactions utilizing extramural funds to ensure compliance with sponsoring agencies' approved budgets. Prepares, analyzes and interprets financial conditions of all extramural awards for the respective Principal Investigators; monitors financial reports and records; and reports significant changes to the Principal Investigators. Reconciles monthly extramural expenditures with University-generated reports- i.e., compare internal records with KFS reports. Develops and administers purchasing policies and regulations within established budget limitations. Monitors extramural expenditures and maintains control of spending in accordance with extramural funding expenditure plans. Provides advice, guidance, and instruction to employees responsible for financial matters affecting extramural awards throughout the UH Hilo. Coordinates dissemination of information impacting extramural awards so that staff are aware of pending fiscal actions. Other duties as assigned.
Possession of a baccalaureate degree in Finance, Accounting, Business Administration and 3 year(s) of progressively responsible professional experience with responsibilities for fiscal, accounting, and/or financial administration or management; or equivalent education/training or experience. Considerable working knowledge of principles, practices and techniques in the fiscal and financial management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with all aspects of financial management. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Demonstrated ability to operate a personal computer and apply word processing software. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Experience in accounting or finance related to grant administration. Experience in working with personnel documents in a higher education setting. Experience in training and coaching lower-level employees in the preparation of financial material. Experience working with data gathering software.
PBB, minimum $3,541/month
