UH Hilo, Administrative Affairs, Human Resources Dept., general funds, full-time, permanent, pending position clearance and availability of funding, to begin approximately March 2013.
Manages, administers and supervises the human resources function at UH Hilo in compliance with state and federal laws, regulations, university policies and procedures, and collective bargaining agreements. Develops and/or revises policies and procedures related to the management and leadership of the human resources program for UH Hilo to reflect contemporary human resources approaches. Manages academic and non-academic personnel functions including job analysis, classification, job descriptions, recruitment, appointment, labor relations, and collective bargaining, compensation, BOR action memos, HRIS support, benefits, staff development and training. Advises senior-level executives of the campus on matters relating to human resources administration in all employment categories for all bargaining units and executive and excluded personnel. Interprets federal and state regulations, university policies and procedures, union contracts and precedents for managers and employees; ensures consistent interpretation and application of policies and procedures. Provides subject matter expert advice to all areas of the campus in recruitment, selection, appointment, compensation, benefits, leave administration, training, staff development, information system support, and labor relations. Partners with System Office of Human Resources in university policy development, staff classification and compensation, and collective bargaining issues. Serves on collective bargaining team representing UH Hilo. Provides UH Hilo data for use in negotiations, for example, position count, funding, classification and pay, prevailing wages, ascension pay rates, turnover rates, fringe benefit costs, etc. Researches, organizes, and presents issues the UH Hilo campus may wish to propose to the System that change, amend, or add new sections/articles to existing collective bargaining agreements. Conducts the consult-and-confer process and negotiates mid-term bargaining issues and memorandums of agreement and understanding with the applicable exclusive bargaining representatives. Ensures employee appointment processes are in accordance with advertising, interviewing and selection requirements, that the recommended appointee meets minimum qualifications, and salary placement is appropriate. Ensures best practices by undertaking projects such as special compensation systems for staff, wage comparability studies, and expansion of Board of Regents employee categories. Ensures consistent interpretation and application of University policies and procedures and collective bargaining agreements related to salary calculations, benefits administration, leaves, etc. Partners with divisions to ensure the UH Hilo human resources policies and procedures reflect sound management principles and practices for both academic and non-academic employees. Provides leadership and training in developing and retaining highly competent, customer service-oriented staff via selection, compensation, training and daily management practices that support the University's mission, strategic goals and core values. Establishes and implements short- and long-range departmental goals, objectives, policies, and operating procedures; monitors and evaluates operational effectiveness; effects changes required for improvement. Identifies strategies and program and policy prerequisites needed to effect a progressive work culture in support of effective recruitment, retention, and employee development. Leads, directs, and supports university staff in the development and application of new processes and technologies to achieve higher efficiency and customer service in UH Hilo work processes. Monitors department efficiency; develops reporting procedures and other methods to establish program accountability and measure success. Directs and coordinates special UH Hilo projects and studies with internal and external constituencies. Conducts and/or supervises special staff studies for UH Hilo. Coordinates analysis with other units in the resolution of issues regarding but not limited to faculty workload; use of temporary positions; high demand faculty positions; granting of leaves; and faculty academic minimum qualifications. Analyzes data to assess cost impact or savings; correlates the current job pay rate of University employees with comparable jobs pay rates in the community. Interprets contractual language, procedures, rules and regulations promulgated by the UH System, Board of Regents and collective bargaining agents for various constituencies across campus. Works with employees, management and unions to resolve employment-related problems; represents UH Hilo to state and federal compliance agencies and in hearings and litigations on employment matters. Collaborates with the Office of the Vice President for Legal Affairs and University General Counsel on sensitive and precedent-setting cases involving personnel issues. Represents UH Hilo in all academic and non-academic grievance and disciplinary hearings. Conducts investigations and/or renders decisions based on an assessment of situation. Develops, amends, and/or deletes personnel and/or management policies and procedures as appropriate. Provides training and professional advice to executives, deans, directors, department heads and other managers and supervisors on employee relations matters, including grievance and disciplinary procedures and actions. Coordinates with Director of EEO/AA in areas with overlapping grievances or complaints. Directs and/or coordinates training for managers and supervisors on human resources legal and procedural requirements. Manages the immigration function for UH Hilo; coordinates with the UH Office of International Education for various work visas required by employees for employment. Oversees employee recognition events such as service awards, Chancellor’s awards, and Governor’s awards. Serves on various task forces and committees. In the absence of the Vice Chancellor for Administrative Affairs, acts on his/her behalf with full authority and responsibility for Administrative Affairs. Other duties as assigned.
Possession of a baccalaureate degree in business administration, human resources or related field and 8 year(s) of progressively responsible professional experience with responsibilities for human resources leadership and administration; or equivalent education/training or experience. Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles and methodologies of the assigned areas of human resources administration. Comprehensive knowledge and understanding of a wide range of principles, theories, federal and state laws and systems associated with human resources administration. Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and unprecedented approaches. Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Demonstrated ability to operate a personal computer and apply word processing software. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. Five (5) years of extensive public administrative personnel experience in various functional areas of human resources management in a managerial capacity which must have included collective bargaining negotiation experience. Ability to function with ease and reliability with senior-level executives and staff. Familiar with Human Resources Information System programs, features, and capabilities.
Five (5) years work experience with professional-level HR responsibilities in a State of Hawaiʻi department. Knowledge of the University of Hawaiʻi human resources management policies, procedures, systems, and collective bargaining strategies. Demonstrated record of progressive leadership, innovation, and organizational change. Professional HR work experience in a post-secondary education setting.
